Croft Park Public Convenience Change of Use and Lease Disposal

Overview

Kelso Common Good are proposing to offer Kelso Rugby Football Club (KRFC) a 25 year lease for the use of Croft Park Public Toilets to provide facilities for club use.

It is anticipated that the facilities will consist of toilets, a utility area (including kitchenette) and storage space. The toilets will be available for public use when KRFC are using the pitches for matches or training.

The toilets, which were operated by Scottish Borders Council, were closed at the start of the Covid pandemic. The Council has no plans to reopen them.

Before a decision about the proposal can be made by the Common Good Trustees, a public consultation is required under section 104 of the Community Empowerment (Scotland) Act 2015, as (1) use by KRFC constitutes a change of use of the property and (2) of the length of lease being offered. All costs associated with the change of use will be met by KRFC.
