Hay Lodge Depot, Peebles: Community Asset Transfer Request
Overview
A Community Asset Transfer (CAT) request has been made to Scottish Borders Council under Part 5 of the Community Empowerment (Scotland) Act 2015.
The request has been made by Peebles and District Men's Shed and relates to Hay Lodge Depot, Neidpath Road, Peebles, EH45 8JQ.
The request is for ownership of the property to be transferred to Peebles and District Men’s Shed for a purchase price of £1.
Hay Lodge Depot forms part of the Peebles Common Good Fund. The property has been independently assessed as having a market value of £85,000. The valuation has been included to help provide the full context of the proposal.
As the proposal involves the disposal of a Common Good asset, Scottish Borders Council is undertaking an extended eight-week consultation period as recommended in Part 8 of the Community Empowerment (Scotland) Act 2015 guidance. This is intended to ensure that residents and other interested parties have sufficient opportunity to consider and comment on both the Community Asset Transfer request and the proposed disposal of Common Good property.
The request and accompanying documents are available for public consultation.
Scottish Borders Council is seeking views on the proposal through two related statutory processes:
- representations on the Community Asset Transfer request under Part 5 of the Community Empowerment (Scotland) Act 2015; and
- consultation on the proposed disposal of Common Good property under Part 8 of the Community Empowerment (Scotland) Act 2015.
Comments must be made, including the name and address of the respondent, in writing by Sunday, 13 December 2026. You may do this by:
- completing this form,
- emailing your comments to communityengagement@scotborders.gov.uk,
- posting your comments to: Communities and Partnerships Team, Scottish Borders Council, Newtown St Boswells, MELROSE TD6 0SA, or,
- handing a letter into Peebles Contact Centre, County Buildings, Rosetta Road, Peebles, EH45 8HQ. Please mark the letter "Asset Transfer Request". The contact centre is open on Monday, Wednesday and Friday from 10am - 12 noon and 2pm - 4pm.
As Hay Lodge Depot forms part of the Peebles Common Good Fund, a decision on the proposed disposal of the property will be made by the Peebles Common Good Fund Sub-Committee. Common Good assets are held for the benefit of the local community and any proposal to dispose of such property requires particular consideration of community views and the wider interests of the Common Good Fund.
The representations received will be collated and reported, alongside the asset transfer request, the valuation, the implications for the Peebles Common Good Fund and all other relevant information.
The next pages contain:
- the public notice,
- the completed asset transfer request form,
- document(s) accompanying the request form, and
- the letter of acknowledgement.
