Hawick Conservation Area Appraisal & Management Plan 2026
Overview
Scottish Borders Council has prepared a draft Hawick Conservation Area Appraisal and Management Plan and is inviting comments from residents, businesses, property owners and stakeholders.
Hawick Conservation Area was designated in recognition of its special architectural and historic interest. Under the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997, the Council has a statutory duty to determine which parts of its area merit conservation area status and to preserve or enhance their character and appearance. Preparing, reviewing and consulting upon Conservation Area Appraisals forms part of that duty.
This draft Appraisal defines and explains what makes Hawick distinctive. It assesses the town’s historic development, architectural character, townscape qualities, key views, materials and condition. It also identifies pressures and vulnerabilities affecting the area today.
The accompanying Management Plan sets out a clear framework for future action. It identifies practical measures to guide change, support appropriate repair and maintenance, improve shopfront quality, strengthen public realm character, and ensure that climate adaptation and energy efficiency measures are sensitively managed in traditional buildings.
Importantly, this work builds upon the significant investment delivered through the Hawick Conservation Area Regeneration Scheme (CARS). The CARS programme supported repair-led regeneration, shopfront enhancement, heritage skills development and a wide range of community engagement and education activities. These initiatives continue through ongoing outreach and learning programmes and have helped strengthen understanding of Hawick’s historic environment. The draft Appraisal seeks to secure that legacy by providing an up-to-date evidence base to guide future regeneration initiatives, funding bids and development management decisions.
The purpose of this consultation is to:
• Test whether the Appraisal accurately captures Hawick’s special character
• Identify whether any buildings, spaces or views require stronger recognition
• Understand community priorities
• Ensure the Management Plan reflects local needs and aspirations
Following consultation, comments will be reviewed and incorporated where appropriate before the document is presented to the Planning & Building Standards Committee for consideration and potential adoption as planning guidance.
