During 2020 we began consulting on the introduction of Alcohol Byelaws in the Borders through a paper, online and face to face consultation.

You said

Many of you responded to us through the online and paper forms but we were unable to speak to you on a face to face basis due to the Covid-19 pandemic.

We did

This consultation has been paused and will be re-opened when it is safe to hold public meetings.

Thank you to everyone that has made comments. These will be kept and collated with all other feedback once the consultation has been completed. 

Overview

During 2019 the Council carried out a consultation asking whether people felt that the consumption of alcohol in public places was causing a problem.

 A total of 491 consultation responses were received.  44% of those who took part did not think that the consumption of alcohol in a public place was causing a problem. 36% thought it was and 20% were unsure.

 At a meeting on 31 October 2019, Councillors considered the responses in detail.  As a result, Scottish Borders Council has agreed to hold a consultation that asks people how they feel about a byelaw that would ban the consumption of alcohol in public places being introduced in any or all of the following towns:

  • Eyemouth
  • Galashiels
  • Hawick
  • Peebles

This consultation includes the boundary for each of the four towns and asks how you feel about a byelaw being introduced in each, whether there are any areas outside the town boundaries that should be included and if there are any events/dates where there should be an exemption from a byelaw e.g. New Year’s Eve.

Due to the situtaion regarding Coronavirus (COVID-19) the forthcoming public consultation meetings in Galashiels, Eyemouth and Peebles have been postponed. The consultation period has been extended and the postponed meetings will be rearranged later in the year.

If an alcohol byelaw is introduced, it will be on a pilot basis so that the effect on individuals and the wider community can be monitored.

What happens next

As we were unable to carry out public meetings, due to the Covid-19 pandemic, this consultation has been paused and will re-open the consultation once we are able to do so.
