The Future of Glendinning ELC - Community Engagement

Overview

In April 2025, Glendinning Terrace ELC (Early Learning and Childcare Setting) was temporarily closed due to serious emergency health and safety concerns with the building. All children who attended the ELC setting required to be placed in other ELC settings within Scottish Borders Council. Officers worked with parents/carers to arrange alternative arrangements as swiftly as possible. The unit which housed the ELC setting has now been removed from the school grounds. 

Consequently, there is no ELC provision at Glendinning primary school for the 2025-2026 session.

Since then, Education Officers conducted thorough assessments of the feasibility and cost of providing an ELC space inside the school building for the 2026-2027 session. These assessments revealed additional considerations.

Scottish Borders Council regret that Glendinning ELC enrolment places requested for the 2026-2027 session were not able to be granted, and that the ELC will remain temporarily closed in this emergency situation.

Parents/Carers who had been hoping to use the ELC at Glendinning Primary School for the 2026-2027 session were able to explore the range of provisions available in the area and have worked with officers to get alternative enrolment options in place. 

In June 2026, Scottish Borders Council decided to conduct a full review of the Glendinning ELC setting given its emergency closure status. This was to understand the demand for Glendinning ELC and to consider the next steps for the future of the provision with the community at the heart of the process. 

As part of the initial review, Scottish Borders Council undertook a survey of parents/ carers within the Glendinning Primary School Catchment and the wider Galashiels Primary School Cluster area to understand demand for the ELC, and to gather views about the future of an ELC setting at Glendinning. Views from the community were also welcomed.

The next step is to conduct two community engagement drop- in sessions within Glendinning school to allow people to share views of alternative ELC provisions and to share views on the future of ELC at Glendinning. Officers welcome all feedback to enable a full assessment of the future of ELC at Glendinning Primary school.

This survey form is in addition to the two drop in engagement sessions to allow anyone who didn't have the opportunity to attend, to give their views and share their experiences of the alternative ELC arrangements currently in place.

This review is about the Early Learning and Childcare Setting at Glendinning Primary (closed temporarily due to emergency measures) only, not the primary school.
